The Office of Elections and Voter Registration is responsible for overseeing all aspects of voter registration and the administration of elections in Potter County. This office ensures that elections are conducted in compliance with Pennsylvania law, managing everything from voter registration, absentee ballots, and poll worker coordination to election day logistics and results certification. Accountable to both the electorate and state regulations, the office plays a key role in maintaining the integrity and transparency of the democratic process. In accordance with the reporting requirements of Act 88 of 2022, POTTER COUNTY received
a total of 1812 mail-in and absentee ballots by 8pm on the day of the November 5, 2024 General
Election.

Elections

County Commissioners, except in election years for the commissioners, serve as the County Board of Elections and perform all duties assigned to them by the Pennsylvania Election Code. Commissioners lead the County Board of Elections meetings and appoint a director and other staff to manage the election process. The County Board is responsible for certifying election results and voter registration totals to the Department of State as required by law.

The Director of Elections handles all election-related tasks, including selecting and equipping polling places, purchasing and maintaining voting booths and supplies, appointing staff, issuing watcher’s certificates, preparing and publishing notices and advertisements, receiving petitions and nomination papers, investigating vote fraud allegations, announcing election results, and issuing certificates to successful candidates.

Voter Registration

The Director of Voter Registration processes all applications and voter registration changes received through the US Mail, office applications, and reports generated from the Department of Transportation through the Department of State, which are delivered electronically via a Pennsylvania database known as SURE (Statewide Uniform Registry of Electors). This system is supported by HAVA, the Help America Vote Act, which was adopted by Congress in 2002. The Voter Registrar is responsible for approving or declining voter registration applications based on information provided by the applicant and HAVA.

To be eligible to register as a voter in Pennsylvania, the following qualifications must be met: you must be at least 18 years of age, you must be a citizen of the United States, and you must reside in the Commonwealth of Pennsylvania and in your election district for at least 30 days prior to the next election.

Notice Dates

Logic & Accuracy

The Elections Office will be performing Logic & Accuracy testing of all election machines in advance of the 2024 General Election on October 7-9 from 9:00AM to 4:30PM on the 3rd floor of the Gunzburger building.

Pre-Canvassing

The Elections Office will be pre-canvassing the ballots of the 2024 General Election on Election Day, November 5th, during regular business hours in the Front Conference room of the Gunzburger building.

Canvassing & Compilation

The Elections Office will be canvassing and compiling the results of the ballots for the 2024 General Election on November 8th during regular business hours in the Front Conference room of the Gunzburger building.
